ICANN organization doesn't control content on the Internet. It cannot stop spam and it doesn't deal with access to the Internet. Its agreements with registries and registrars does include obligations on the registries and registrars to investigate and report abuse and illegal activities. As a domain name registrant, you have certain obligations for your domain name registration and its usage, governed by your agreement with the registrar.
