You can discuss whatever you wish to discuss by editing here. While you technically *can* contact me through the 'email this user' link in the toolbox on my User:Syrthiss page, I'd prefer to keep content discussions in visible areas on Wikipedia. What is the urgency? If either of the above pages is deleted by another administrator, and you can prove that you are the owner of the text, they are easily restored. The urgency is that we are trying to have this page ready as a part of the Ozone day Celebration Presentations, which is on the 16th, day after tomorrow. I am currently editting the text for the Approaches to Capacity Building Page, so if you can remove the deletion tag while I edit that would be much appreciated. I know the pages can be recovered, but as I am working under a deadline, I do not want to have to contact an admin to get it restored just in case the page is removed before Ozone Day. Moreover, I checked the link you provided for the second article, which talks about Pakistan and the WTO. I can provide you the document from which this text was taken in .pdf format. The article you quoted seems to have violated the copyright by using United Nations Materials and not vice versa. Please get back to me as soon as possible.
